Earlier this year the Las Vegas Valley Water District made changes to its service rules, prohibiting water service to new customers who discharge wastewater to septic tanks. The rule was made to ensure all that our community’s water resources are returned to a wastewater treatment plant, and ultimately Lake Mead for credit – an important resource management effort to extend supplies. Septic tanks prevent our community’s water supplies from being used over and over again and represent a high consumptive use of scarce resources.
This memo is intended for members of the development community, including NAIOP and its members, and outlines the rule and how it may affect land owners seeking water service from LVVWD.

Christy Bojda: Christy is still with GRN Vision and enjoys working on marketing and business development for the sustainability consulting firm.
Gitana Cafasso: I am the Marketing Manager at Burke Construction Group and have been there for a little over four years now. I am excited to be back in person for NAIOP breakfasts and networking events!
Elizabeth Castrejon (Sant): Liz is still with BRAND Real Estate and is still doing sales and client relations.
Emily Dobbins: Emily is still at Nigro Construction Inc. and continues to help the business maintain not only an online presence, but a community presence as well!
Thomas Godbout – I am currently at that same bank (First Savings Bank) I was at prior to completing the DLI Class as the Vice President of Commercial Lending. We have been fortunate enough to be extremely busy during COVID. While the pandemic was surging, we changed focus to help assist small businesses obtain PPP (Payroll Protection Program) Loans. Once the state began opening up again, the loan demand has surged to all time highs.
Dylan Heroy: “Since DLI has ended I have moved companies and now work at CBRE. “
Kerrie Kramer: Kerrie is a Lobbyist for Argentum Partners and represents clients before every level of government on issues ranging from tax, and transportation, to land use and zoning, licensing, and regulatory matters.
Jordan Leavitt: “You know, as a 2020 Class Project winner, work has been more busy than ever! Work is good. Life is good. 2 kids is hard. But I wouldn’t take it any other way!”
Nora Murphy: Nora continues to work as an Assistant Property Manager at Newmark Knight Frank.
Matt Patros: I am at CBRE, focused as ever on retail leasing. Surprisingly, It has been a very competitive market out there, but I’m working on bringing some exciting new concepts to Las Vegas.
Alex Rivera: Throughout the pandemic, I have been lucky enough to keep learning, working, and growing in this industry, and even landed in a work home! Starting at a new place, especially through these weird times is never easy, but Nigro Construction has been the red bull to my life, and I am so grateful for that. I am currently working on new builds for owners ready for a new beginning and a fresh resurge to their business. It’s exciting and makes me immensely hopeful for a thriving future in this industry for Vegas.
AJ Rodrigues: AJ has made a career change and is now employed at the Clark County Water Reclamation District as the Compliance & Regulatory Affairs Administrator.
Gabriel Skerlich: Gabriel continues to work as an Investment Sales Broker at Colliers and exclusively represents owners in building and land sales.
Christina Stanfill: “Life is good. We are all in good health and work is busier than ever, which is amazing all around. I am still with WORTHGROUP Architects & Designers. The skills that I learned during the DLI program have really given me a more clear understanding of our industry as a whole. I feel more confident than ever before in my role with WORTHGROUP. The entire DLI experience continues to propel me in both my professional and personal life. Oh…. and we added another amazing little boy to our family and I am officially a mom of two now!”
Travis Tartamella – I have remained in commercial banking following the completion of NAIOP’s DLI program. I now serve as a Relationship Manager for Bank of Nevada. In this role I focus on new and existing clients, offering a variety of banking products, financial tools, and customized solutions that help business owners attain their financial goals
Mike Willmore: I am now a Senior Associate with CBRE, having moved over with my team from Colliers International earlier this year. During 2020, I was fortunate to be very busy with the surge in industrial demand and requirements brought on by the Pandemic.
The Governor’s Office of Energy held a workshop and adoption hearing regarding the 2021 IECC adoption. There were two proposed appendices dealing with EV charging stations and parking calculations for both commercial and residential developments.
Ultimately what ended up happening was the GOE lowered some of the thresholds and did not formally adopt the appendices with the code. What they did was hand the appendices to the local municipalities as a guide for what they can pass through ordinance. Included are the links to the amended appendices.
We will be monitoring the local jurisdictions, as Clark County and Henderson are doing comprehensive code rewrites as we speak, and we will likely see some of this included in those code rewrites. The City of Las Vegas and the City of Henderson are also looking to adopt the 2021 IBC and IFC codes, so they are a candidate for adoption of the EV charging station appendices as well.
This issue will impact every aspect of commercial real estate, and we need your help! Please take some time to review and provide comments that will help NAIOP navigate this at the local level.
The 29th Annual NAIOP Golf Tournament was held on October 8, 2021 at Spanish Trail Country Club! With more than 240 NAIOP Southern Nevada members and their guests in attendance, everyone enjoyed a fabulous day of golfing, refreshments, food and tee sponsor entertainment.
It was the one of the few days in Las Vegas that started with rain, causing a delayed start time, so players enjoyed breakfast inside the clubhouse, a fabulous Bloody Mary bar, putting contest and networking.
As the weather cleared, golfers were given a passport at registration and set out to travel “Around the World in 18 holes”. They visited destinations such as Cuba for a cigar, Seattle to warm up at the coffee bar, New York where they enjoyed the hot dog cart, Mexico City for a taco bar, Venice for some enchanting opera entertainment, Hawaii for shaved ice and hula-hoop competitions, Ireland for “luck o’ the Irish” at their golf game, amongst other destinations where players got to sample international treats, sip exotic beverages, and enjoy games and numerous photo booth ops.
Helix Electric won the best “Around the World in 18 Holes” themed hole. Their New York destination included a concession stand, hot dog cart, baseball outfits, décor which was a hit with the golfers.
After traveling their way through 18 holes, golfers enjoyed a sunny outdoor barbecue luncheon and awards banquet. With all the fabulous raffle prize donations we received from our amazing membership to support Government Affairs efforts in the upcoming year.

NAIOP Southern Nevada held its 2021 “Strength vs. Adversity: A Superhero battle within CRE” Bus Tour at Red Rock Casino Resort on November 4th. The annual event offered an overview of Southern Nevada’s commercial real estate industry and local developments. Instead of touring attendees on buses, those participating in this year’s event were assigned to a virtual “bus” traveling through four sponsored zone rooms that included a video flyover highlighting new developments within specific segments of the market.

Where are you originally from and how long have you lived in Las Vegas: I’m originally from Wisconsin but made my way to Southern California where my career at Bergelectric began. I relocated to Las Vegas in August 2008 (yes, 10 minutes before the great recession of 08) and have been here ever since.
What has NAIOP provided you that has helped you grow professionally or personally? Networking Consistency. I took a break from NAIOP for a couple of years, after finding myself too busy to take advantage of what NAIOP has to offer and I decided to let my membership coverage lapse. I know, what was I thinking right? After a couple years hiatus, I renewed my membership and quickly found a lot of the same familiar faces that have been with NAIOP for years. It’s a great place to connect with industry friends and hopefully make some new ones along the way.
What has been your favorite experience or story that happened at NAIOP event? After we all have gone through over the past year, my favorite experience(s) are simple… breakfast meetings, golf tournaments, bowling tournaments, spotlight award dinners, etc. The ability to shake someone’s hand and see people’s faces without masks are some basic highlights! Over the past year, I sure hope we’ve all learned not to take it for granted…. our lives can get turned upside down and we need to be thankful for what we have, when we have it!
Who have you met at a NAIOP event that has influenced you or that you have become close friends with? I have met some great people through NAIOP and throughout this industry. Luckily, a few of them have become close friends and they know who they are.
What do you want your legacy to be in the Southern Nevada community? I’m very fortunate for where I’m at, for my family, for my friends, clients and colleagues. In fact, many of us are very fortunate for all of the same. However, so many in our community are less fortunate, so when we have the opportunity to give back to the community, we need to. Our legacy should not be one of fame, but simply being good people. Help your friends, your family, your neighbors; lift others up and do what you can to help others succeed!

What has NAIOP provided you that has helped you grow professionally or personally? NAIOP has provided me with life long friendships and connections. I have learned many valuable lessons especially through the DLI Program.
What has been your favorite experience or story that happened at NAIOP event? I always have a great time at the Octoberfest event each year. I really get a kick out of watching the beer holding contest!
Who have you met at a NAIOP event that has influenced you or that you have become close friends with? I would say my DLI classmates have influenced me the most. They encourage me to grow in the industry and it is amazing that I have made some genuine friends through the program.
What do you want your legacy to be in the Southern Nevada community? I just want to make a positive impact on people through helping them grow the community in the CRE industry. The community is always changing and growing so being a part of helping in that process is something that I take pride in.

Members of NAIOP Southern Nevada Community Service committee have gone to great lengths to serve others during this challenging year.
According to Community Service Chairwoman Patti Dillon, NAIOP members have donated thousands of dollars in food, clothing, hygiene products and school supplies to homeless teens, senior citizens, at-risk youth and medically fragile children throughout Southern Nevada this year. They have also volunteered hundreds of hours of their time.
For many years, NAIOP Southern Nevada has organized and executed community service projects that benefit local nonprofits, including CASA Foundation Las Vegas, Communities In Schools of Nevada, Helping Hands of Vegas Valley, Hollingsworth Elementary School, Make-A-Wish Foundation, Street Teens, St. Jude’s Ranch for Children and Ronald McDonald House Charities of Greater Las Vegas.
Over the past year, the COVID-19 pandemic forced the committee to get more creative and to reframe its service projects, while still providing volunteer opportunities for members. So far in 2021, NAIOP members have volunteered 199 hours to nonprofits throughout Southern Nevada. In 2020 NAIOP volunteer hours totaled nearly 1,300 hours including 720 hours at the renovation project at St. Jude’s Ranch for Children and 156 hours working on the Communities in Schools Thanksgiving event.
For example, committee members designed a different delivery plan for their Communities in Schools Thanksgiving meal project. Instead of the 24 families picking up the decorated holiday meal box from school, committee members personally delivered a complete Thanksgiving meal and a grocery gift card to each family’s home. Communities in Schools recognized NAIOP’s commitment to their mission by awarding their “Community Volunteer Group” award to NAIOP Southern Nevada at their “Power Within” event in May.
And, NAIOP’s support for Make-A-Wish was provided virtually this year through the “What would you do for a Make-A-Wish donation” challenge. A record-setting $14,000 was raised, nearly tripling the $5,000 goal for 2021. Committee members sang bravely, ate bugs, had pies and eggs thrown at them and endured strenuous workouts, all to raise money for this cause.
